Attending the ABA Days in DC were (left to right) Past
President Herbert S. Garten, President James P. Nolan and Executive
Director Paul V. Carlin. These annual visits to the US Capitol allow bar
leaders to visit congressional offices to discuss pending issues such as
defense of funding for legal services, increases in judicial compensation,
judicial independence and the amendment of the Gramm-Leach-Bliley Act to
restrict its application to lawyers. As reported in the May 15, 2003,
edition of the Bar Bulletin, Garten was appointed by President
George W. Bush to the Board of the Legal Services Corporation.
