2009/2010 ANNUAL REPORT

This Section continues its joint effort with the Family & Juvenile Law Section focusing on the issue of self-represented litigants (SRLs). It submitted a survey to family law attorneys, followed by a series of town hall meetings with local bar associations, with the intent of developing best practices guidelines for attorneys in contested cases in which the opposing party is self-represented. The Section continued to pursue implementation of a program for Masters education and also evaluated numerous legislative bills, submitting recommendations supporting, opposing or abstaining from a position to MSBA. It also undertook the monitoring of Rules submitted by the Rules Committee to the Court of Appeals that may specifi cally relate to judicial administration and was responsible for the submission of a new Rule on telephone testimony now being considered by the Court of Appeals.

This Committee receives and reviews a copy of each application for judicial appointment, contacts references, assigns the application to a local member for the preparation of a summary and presentation to the Committee, then conducts an interview of each applicant and votes on the applicant's qualifications. It submits the findings to the Judicial Nomination Commission for consideration. The purpose of this Committee is to provide the Judicial Nomination Commission with peer evaluation of an applicant's qualifications. Its evaluation process is currently being reviewed and changes are expected.
