Council member Bios

Roland Knapp has been a member of the MSBA Correctional Reform Council since 2003. Mr. Knapp currently is a part-time professor of Criminal Justice at Towson University and UMBC after having spent over 30 years as a part-time instructor in criminal justice at several local community colleges.

He retired as Director, Maryland Division of Parole and Probation (1993-1999) after having spent almost 40 years in corrections. In this capacity, he held various positions from probation officer, field supervisor, special assistant, personnel manager and assistant director for field operations.

In 1998, Mr. Knapp was awarded Alumnus of the Year by the University of Maryland College Park's Criminology and Criminal Justice Alumni Chapter. He is the author of several articles in the area of community corrections. Mr. Knapp is a graduate of the University of Baltimore Law School.
