Meeting Minutes – Environmental Law Section Council Meeting 01/18/05

Attendees: Pam Marks, Frank Levi, Peter Zimmerman, Bobbie Barkman, and Christine Nagle

  1. Tree Planting
     
    • Bobbie Barkman reported on this year’s tree planting. So far, Greenbury Point is the only option on the table, as TREE-mendous Maryland is planting there on April 16. Bobbie will find out other locations where TREE-Mendous Maryland is planting at beginning of April, and will e-mail the other Members with some options to choose from.
       
  2. Nominations Committee
    • Christine Nagle reported on the status of nominations for Council officers for next year. The Committee is looking to officers for continuing their service on the Council
    • Pam asked Bobbie if she is interested in moving up from Sec/Treasurer to Vice-Chair, and Bobbie said she is interested.
    • The Committee is looking for new members for the section council, and Christine and Pam requested suggestions from the group.
    • The Council needs nominations 30 days prior to the annual meeting.
       
  3. MICPEL Program
    • Frank Levi and Peter Zimmerman reported on the status of the program. Currently, they are working on filling in speakers for the various panels.
    • No response from the chair of the Real Property Section.
    • There was a feeling that it might be a waste of time to pursue, and April certainly too soon.
    • Members will think about who else to ask and what other topics might be of interest.
    • Members want to bump this program and suggest alternative program formats.
       
  4. Breakfast Program
    • Pam Marks reported on the next possible program sponsored by the Environmental Law Section. The program would be a short talk and Q & A with two Administrative Law Judges that focus on environmental law cases.
    • The Members discussed how much the section could spend on this program given its annual budget of $1,900.
    • The Members discussed locations outside Baltimore, and at the airport.
    • The Members agreed that April 7 or 14 are good dates for the breakfast.
    • Pam will contact the ALJs (Neil Friedman & Joan Gordon), regarding dates and which locations would be amenable to them.
       
  5. Annual Meeting
    • Members discussed locations for the annual meeting including the Engineer’s Club in Mt.Vernon.
    • The members discussed having a speaker at the annual meeting. Two possibilities were:
      • EPA’s Regional administrator, or
      • a legislative wrap-up with a member of the General Assembly
    • Members decided on May 18 to hold the annual meeting.
    • Members discussed who would volunteer to head up the annual meeting Committee. Bobbie Barkman and Christine Nagle volunteered to work on making the arrangements.
    • Members discuss alternative locations, and Pam Marks indicated it is good to use a restaurant with which the bar association has a relationship.
    • Christine will get a list of restaurants from MSBA.
       
  6. Bar Bulletin
    • Peter and Bobbie volunteered to write an article.
       
  7. UECA (Uniform Environmental Covenants Act)
    • Pam reported on the request from Mike Powell to consider taking a position on the Uniform Environmental Covenants Act (UECA). After discussion and due consideration, the Council decided not to take a position on the possible UECA legislation.
