Meeting Minutes – Environmental Law Section Council Meeting
1/30/04 10 am

Members Present: Pam Marks, Mark Matulef, Frank Levi, Jacquie Russell, Peter Zimmer, Dorothy Guy and Bobbie Barkman

The first agenda item was to determine what activities the section council was interested in undertaking this year.

The first item was to have a Legislative wrap-up session. The group discussed the need to get a speaker and whether to make the event an evening, social or annual meeting

The next item discussed was whether the Council should submit something for the June 2004 Bar Bulletin, which is focusing on Environmental Law – Mark discussed and indicated that the MSBA website has all info. The deadline for submission is May 20. Mark will contact Janet at the Bar Bulletin and distribute info to the rest of council. Mark also mention that according to the website the limit of submissions is 725-800 words, with no footnotes

Next, Pam discussed e-mail responses to the question posed by the Council to Environmental Law Section members: “What would you like to see the section do?”

One suggestions was to put on a series of breakfasts with MDE administrators: ARMA, Waste, and Water. The group discussed having the first one early next fall (Sept.). Other possible groups to invite to present were discussed, such as environmental groups (such as the Chesapeake Bay Foundation) or second tier administrators from MDE. The group discussed that the presentation could be panel or one presenter, and where the meetings could be held. Some members liked the idea of moving the meetings to the Rockville area. The group discussed the idea of putting on one breakfast and then critique the first breakfast then decide on future meetings.

Next meeting early March via teleconference

The next item on the agenda is the upcoming breakfast with MDE Acting Secretary Philbrick. The meeting is scheduled as a breakfast meeting on Feb 18.

Tony Gorski volunteered to provide refreshments (Pam said she would double check and Jackie volunteer to check that everything is set up).

Pam indicated she would remind Theresa (at the Bar Association) to send out reminder a week before

Pam was curious how big listserve is and gave Jackie instructions on how to get on the listserve. There was discussion among the group regarding whether Pam is the moderator of the listserve. Pam volunteered to find out the policy.

The next item discussed was the Annual Tree Planting. Bobbie Barkman is coordinating the planning of the planting with Terry Galloway at MDNR. The group indicated that April 3 would be a good date.

The next item was the MSBA Annual Meeting and whether the Section was going to make a presentation. The following were issues raised:

  • How do we generate interest
  • Maybe we should forego annual meeting and organize MICPEL
  • Maybe the following year the Section could make a presentation at the annual meeting and do something with the Real Estate section.

The final item was whether to do a mid year legislative section services (no one in the group liked this idea, but a suggestion was made to make the information available as a handout) or legislative wrap up in April/May when the legislative session is over (April 12). Dorothy Guy will take the lead with Mark and Pam and will make a recommendation to the group.

The meeting was adjourned at approximately 11 am
